An interstate employee is someone whose resident address and work address are in different states. SPF already applies multi-state withholding logic based on an employee’s addresses regardless of this setting; the "interstateEmployee" property on the "employee" element fine-tunes specific outcomes within that logic, such as whether certain Colorado and Oregon forms are returned as “recommended” or “optional”, and whether Pennsylvania residents working out of state receive only Pennsylvania and federal forms.
What will change when the interstate property is enabled?
- If the employee lives in Colorado but does not work in Colorado
- Form DR 0004 (CO103), when applicable, will be returned as “recommended” instead of “optional”. See Multi-State Scenarios in SPF for how eligibility is determined.
- If the employee works in Colorado
- Form DR 0004 (CO103) will be returned as “recommended” instead of “optional”.
- If the employee works in Oregon but does not live in Oregon or Pennsylvania
- The following forms will be returned as “recommended” instead of “optional”:
- 2022 Formulario OR-W-4 (OR101SP)
- Metro/MultCo OPT (OR102)
- Metro/MultCo OPT(SP) (OR102SP)
- Metro OPT (OR103)
- Metro OPT(SP) (OR103SP)
- If the employee lives in Pennsylvania
- Only Pennsylvania forms and federal forms will be returned. Forms from any other states will not be returned.
How to enable the interstate property
Add the interstate property to the "employee" element and set it to true:
Please note that the interstate property belongs to the "employee" element and not to the "presentation" element! That is where properties for the application’s visual appearance are added, but the interstate property applies to the employee instead.
